HRF Calls on Barcelona Court to Arrest Israeli Soldier for Genocide and War Crimes

The Hind Rajab Foundation (HRF) has filed a new criminal complaint in Spain against Israeli soldier Tameer (Tamer) Mulla, a former sergeant in the 101st Paratrooper Battalion of the Israeli army, for his direct participation in acts amounting to genocide and war crimes during Israel’s ongoing assault on Gaza.
This is the second legal action initiated by the HRF against Mulla. The first complaint was submitted in Cyprus on 25 July 2025, where the Foundation called on Cypriot authorities to arrest and investigate him under the principle of universal jurisdiction.
The Spanish complaint, filed by lawyer David Aranda Checa before the Central Investigative Court of the Audiencia Nacional, details Mulla’s role in:
1. Attack and Destruction of Khan Younis (Feb–Mar 2024)
Videos show Mulla supervising a D9 bulldozer flattening roads and homes, firing rockets into civilian buildings, and detonating residential towers with explosives.
Footage reveals him setting houses on fire and firing indiscriminately into empty homes.
By March 2024, UNOSAT confirmed that Khan Younis had the highest recorded damage in Gaza, with more than 6,600 structures destroyed.
2. Forced Evacuation of Hospital Nasser (Feb 2024)
During the siege, with 10,000 displaced civilians and 450 patients trapped inside, Israeli forces ordered an evacuation.
Videos posted by Mulla show him supervising the forced removal of civilians, including the elderly and children, under sniper fire and bombardment.
This constitutes a war crime of forcible transfer under international law.
3. Attack on Deir al-Balah (Apr 2024)
Mulla published footage of himself overseeing bulldozers demolishing a Palestinian civilian home.
The home was empty and its destruction had no military justification, violating the prohibition of destruction not required by military necessity.
4. Destruction of Jabalia Refugee Camp (May–Jun 2024)
Mulla documented himself firing machine guns and rockets into homes, and later published a post titled “Occupation of Jabalia Camp.”
He was filmed near the destroyed Jabalia Boys’ Primary School, indicating his presence during its devastation.
Palestinian authorities estimate 70% of Jabalia camp was destroyed during this operation.
5. Other Criminal Acts
Mulla mocked destruction by posting sarcastic videos in a destroyed barber shop and a looted electronics store.
He compared his actions in Gaza to playing Call of Duty, trivializing the war.
He published a self-made “Netflix-style cover” listing the cities he participated in destroying: Gaza City, Rimal, Shuja'iyya, Khan Younis, Deir al-Balah, and Jabalia. The HRF provided extensive video and photographic evidence, much of it recorded and disseminated by Mulla himself.
Given that Mulla is currently present in Barcelona, the HRF has urgently requested the Spanish court to issue an arrest warrant to prevent his flight and to ensure that justice is served.
“Spain has taken great and courageous steps in standing with Palestine, including important measures of boycott and political pressure. But those efforts must be matched by action in the courts” said Dyab Abou Jahjah, Chairman of the Hind Rajab Foundation. “ War criminals should never feel that Barcelona—or any part of Spain—offers them a safe haven. With this complaint, we call on the Spanish judiciary to uphold its obligations under international law and ensure that perpetrators of genocide and war crimes are brought to justice” he added.
